Bicycle and Pedestrian Advisory Committee
The Bicycle and Pedestrian Advisory Committee (BPAC) is a subcommittee of the RGVMPO’s Technical Advisory Committee (TAC). The BPAC addresses matters concerning bicycle and pedestrian mobility and presents its recommendations to TAC. Members include appointed TAC Members, bicycle advocates. pedestrian advocates, and organizations with a stake in bicycle and pedestrian mobility.

Mission
The Bicycle-Pedestrian Advisory Committee (BPAC) is an “ad hoc” (special purpose) body of the Rio Grande Valley (RGV) whose mission is to promote walking and biking across the community, including but not limited to incorporating the consideration of the needs of cyclists and pedestrians in the RGV circulation system and infrastructure through education and outreach efforts involving city officials, residents and commercial entities. The Committee evaluates and makes recommendations to the Technical Advisory Committee / Policy Board regarding general bike-ability and walkability initiatives.
Goals
- Promote a systematic method for ongoing citizen input into the development of important circulation policies, plans, and projects
- Review and give input on relevant policy and planning documents
- Advocate for development of a comprehensive bicycle and pedestrian master plan and identify funding options for the implementation of the bicycle and pedestrian projects
- Investigate how making the Rio Grande Valley a safer place for pedestrians, cyclists and wheelchair users can increase our residents' health, safety, and well-being while benefiting our local economy by increasing bicycle and pedestrian tourism

The RGVMPO BPAC shall consist of a maximum of 17 voting members appointed by their respective agencies or from a pool of applicants.
Each member is entitled to one vote on each item submitted to a vote of the members and may have an alternate with fulling voting privileges in the event of their absence.
Public agency members shall serve a two-year term to allow other entities a chance to participate. No consecutive terms allowed unless other agencies decline to participate.
Non-public agency members shall be selected to serve a one-year or two-year term. Members wishing to serve after their term expires shall resubmit an application for selection.
All voting members shall reside within the RGVMPO's Metropolitan Area Boundary (MAB) and be active representatives of their respective agencies. After missing three (3) consecutive meetings, voting members will be in ex-officio status and must attend three (3) meetings to have their voting privileges reinstated.
