Federal Requirements for MPOs

The United States Code of Federal Regulations (CFR) outlines requirements that MPOs must follow in order to receive federal funding. Under these guidelines, MPOs must create a Metropolitan Transportation Plan (MTP) that fulfills the following requirements:

  • is updated every five years;
  • covers a 20-year horizon period;
  • is based on latest available estimates and assumptions for population, land use, travel, employment, congestion, and economic activity;
  • uses the latest available estimates and assumptions for population, land use, travel, employment, congestion, and economic activity;
  • and coordinates with statewide transportation planning process.

Federal regulations also lay out national goals which should guide MPO planning practices and inform performance measures.

National Goals

  • Safety: to achieve a significant reduction in traffic fatalities and serious injuries on all public roads.
  • Infrastructure conditions: to maintain the highway infrastructure asset system in a state of good repair.
  • Congestion reduction: to achieve a significant reduction in congestion on the National Highway System.
  • System reliability: to improve the efficiency of the surface transportation system.
  • Freight movement and economic vitality: to improve the National Highway Freight Network, strengthen the ability of rural communities to access national and international trade markets, and support regional economic development.
  • Environmental sustainability: to enhance the performance of the transportation system while protecting and enhancing the natural environment.
  • Reduced project delivery delays: to reduce project costs, promote jobs and the economy, and expedite the movement of people and goods by accelerating project completion through eliminating delays in the project development and delivery process, including reducing regulatory burdens and improving agencies' work practices.
Safety (PM1)

Effective April 14, 2016, the Federal Highway Administration established five highway safety performance measures (23 CFR Part 490, Subpart B) to carry out the Highway Safety Improvement Program (HSIP). The HSIP is a federal-aid funding program intended to achieve a significant reduction in traffic fatalities and serious injuries on all public roads. The five performance measures are listed in Table 1, below.

Safety performance targets are established annually by the Texas Department of Transportation (TxDOT) for each performance measure. The Rio Grande Valley MPO either:

  1. establishes its numerical targets for each performance measure, or

  2. formally agree to support the TxDOT safety performance measures targets.

The Rio Grande Valley MPO Transportation Policy Board adopted Resolution 2023-05 to support TxDOT’s statewide FY 2023 Safety Performance Targets (PM1) on March 1, 2023.

Pavement and Bridge Condition (PM2) & System Performance, and Freight (PM3)

The Moving Ahead for Progress in the 21st Century Act (MAP-21) and the Fixing America's Surface Transportation (FAST) Act requires the state DOTs to establish performance targets for Pavement and Bridge Condition Measures (PM2) and System Performance and Freight (PM3).

The Rio Grande Valley MPO Transportation Policy Board adopted Resolution 2023-11 to support TxDOT's established Pavement and Bridge Condition Measures (PM2) and System Performance and Freight (PM3) targets on June 28, 2023.

Transit Performance Measures

The Rio Grande Valley has a total of four Public Transit Operators within the region.

The Rio Grande Valley MPO Transportation Policy Board adopted Resolution 2020-16 performance measure targets for Transit Asset Management (TAM) and Public Transportation Agency Safety Plan (PTASP) for TIP 2023-2026.
